There should be a cute pumpkin emoji that does not have scary Halloween jack-o-lantern face so I can send it after I call someone pumpkin. ❌ 🎃

If you had bothered to read the answers in this post, you would know this is not the place to ask for emojis.
Apple is not responsible for emojis, the Unicode Consortium is.

More details than you probably want follows.
Each of us is unique. Many, many different people, hair colors (green, pink, red, purple, and blue among many other missing colors), hair styles (straight, somewhat curly, Einstein, Centauri, braided, and many others), many valued flags, and myriad other things exist without representative emojis. We all exist.
I don’t look anything like any of the emojis for instance, and can get only slightly closer with Apple’s own local Memoji customization. And VRM tools for Vtube can get much closer. But unlike emoji, Memoji and VRM won’t display everywhere, of course.
For your particular hair color request, Apple and many other vendors implement the Unicode standard, which includes Emoji, and which includes various modifiers. So that your request can be properly viewed across the many systems that can display Unicode, you’ll want to submit a proposal to the Unicode Emoji committee.
Send your hair modifier proposal to the Unicode Emoji committee using the info here:

At present, section 2.8 lists the (zero-width joiner (ZWJ)) hair modifiers currently available: white, red/ginger, curly, and bald:

The standard also states: “There are hundreds of possible distinctions among hair colors and styles, but to limit the number of combinations—and because emoji are presented with a “cartoon” style—there is a small number of hair components. Note that the hair color blond has already been provided for by an explicit blond man/woman/person emoji. Brown/black-haired are already typical defaults for hair color in human-form emoji.”
Apple is not responsible for emojis, the Unicode Consortium is.

Read the thread. Only the Unicode Consortium creates emoji, which includes flags. And the United Nations would have to recognize First Nations as a Country, which is MOST unlikely. There are no flags for any State in the US either. There are no flags for Territories or Regions. There are ONLY flags for Nations/Countries Recognized by the UN.

First, you will need to read the 3 pages of information here. Once that is done you will realize that Apple is not in charge of making Emojis. You will also find a link where emoji requests can be made and even view previous request along with the reason why they were rejected. There is a lot of material there, but I have always found that you learn more from reading then you do writing.

I would have hoped you had read the thread. After that it would become apparent that Apple is not in charge of the emojis and only adopts the standards provided by a third party. You should have also found the link to request new emoji proposals at the Unicode Consortium. There is a wealth of information there including previous proposals and discussions about those proposals.

Please can I request a pheasant and partridge emoji. They are key parts of my vocabulary and I am keen to educate others about these birds.

Emojis are generally created by the Unicode Consortium, not Apple. Click here and file a proposal.
For national flags, and ones from similar organizations, they need to have an ISO-3166 code, and the device manufacturer needs to implement them.
