Error message: prepare for new iPhone temporarily unavailable

Trying to down load from the I cloud to new phone. Getting above error code. why? What to do to correct?

Login problems upgrading to IPhone 17 I have tried to upgrade and my Telephone details and E-SIM have transferred over but when I try to log in to transfer data from the cloud I get an "Unknown Error" message, this message is instant and I don't think it has attempted to contact the server.
