The last of the iPhone 4S phone was sold more than 7 years ago. So you can't have a new one. And they aren't compatible with an Apple Watch.
If, on the other hand, you're only asking where the Control Center went with watchOS 10, press the side button (oval button next to the digital crown almost flush with the bezel) and you will see the Control Center. You can tap the button to ping your phone from there.
