Why can I not remove restrictions on my safari app on my ipad

A site that I want to use asks permission to access my camera and I answer “yes”. I then get a message that my browser has restrictions that I must remove to use the app. I cannot find any restrictions on my browser that block it. I have tried multiple ways. I changed back to safari after a recommendation from the site. Still no change.
