So, the fix is to go to the Hotmail / Microsoft website and sign in manually instead of using Apple mail or another mail program.
Hotmail has a new user agreement you must agree to or they keep making your account irritating to use.

This is the answer. Kind of. Hotmail was working on my iPhone and MacBook, but when I got a new iMAC, it kept asking me for my password. I initially must have set up the account using the ADD OTHER ACCOUNT option. I should have selected MICROSOFT EXCHANGE. I deleted it and added it back using MICROSOFT EXCHANGE as the account option and is working well now. Thank you TayvinG
I have been struggling with this issue as well. Using my Outlook.com account on Apple Mail and being prompted to enter the password several times every day. I managed to fix this issue by deleting the existing Outlook.com account and adding it again, but not selecting the Outlook.com option, but rather the Exchange option. Configure the account manually using your Outlook.com credentials and this issue should be gone. Working on both my Mac Studio and my MacBook Pro now for two weeks without any new prompts!
Same, I see many threads on the Microsoft community support forum too.
one Microsoft response from years ago said: We recommend using the Outlook for iOS app instead.
one person said they got an Apple engineer to blame Microsoft/outlook which is the new Hotmail.
if it’s been happening since 2020, I doubt Microsoft has done anything recently. Everyone says no troubleshooting has worked. Other email providers work fine and outlook app works fine. Maybe it’s a shared problem neither make much money from fixing. 🤷♂️
It's working again. I logged out and back in on my browser, but I never received an option to agree to the user agreement. I deleted the account (second time) from my iPad and then added a new account. First using exchange but that did not work, then as an outlook account and now all is working fine.
Have had the same issue for years and I've found that the fix is to delete your account and reinstall like normal, but under Outlook.com option. If that's what you're already using then reinstall under Microsoft Exchange option. I've been going back and forth between those two options for like seven years. Couldn't tell you why any of this happens, but this has always fixed it. Good luck
ISSUE RESOLVED
I've been dealing with this same issue for the last 2 months. I was able to resolve this issue by simply setting up my hotmail account as an exchange account. I left both ways set up and only got a notification for the old setup. It's been 2 days since I've deleted the other one and haven't had it ask for a password since.
Did you setup as "Exchange" as I recommended? I switched my account a while back and it appears to have fixed the issue. I've noticed that it's only with my old hotmail account as the live.com one never asked for the password.
Delete/remove the account and re-add but as outlook.com not as Exchange. Microsoft is probably phasing out the Exchange and moving everything to outlook. Good luck!
Log out of your Microsoft account on https://login.live.com/
in safari/chrome/firefox then log back in.
Not inside the mail app. It should come up.
Or try the delete account advice under settings/mail in iOS given by TayvinG. Add the account back as under Microsoft Exchange or try #2, under outlook.com.

Could be if you're using apple mail app or other 3rd party app, you need to use an app specific password to access your account.
to confirm that contact Hotmail support or look at their support site
GUESS WHAT I WORKED OUT?! It happens when I try log into Microsoft Teams… it says my teams password is incorrect and when I change it, immediately I get a request to input my email password by my Mac for the email account used to log into teams. If I change the email password to the same one I just created for Teams IT STOPS!!!! So I think it’s a Microsoft, not Apple issue…
I use POP for all my email accounts
i I do not want to use IMAP for a variety of specific reasons
This issue started on all my Macs for both of my Hotmail accounts in February
After multiple calls to senior level tech support and senior advisors and engineering at Apple- no one has found a solution
i I have to keep putting an app password in 6-8 times every day
i thought it might be my ISP Spectrum, but using my ATT iPhone as a hotspot didn’t solve the problem.
This is absolutely maddening and no one has been able to fix this situation
Quitting Mail and relaunching after 30 min or seems to work some of the time
After sitting all night, the app passwords work fine in the morning but less than 30 minutes later it asks for the password and tells me the email or password is incorrect
Neither Hotmail account is one of my main accounts but it definitely interferes with my workflow
Engineering at Apple told me to use IMAP
Big help
You can set up POP3 with exchange here.
Obviously the ideal situation is for it to just work as it has for years. . . .someone made some changes and this problem surfaced. I started having the live.com account asking me for a password today, had to switch that one over as well.
