Apple applies certain objective criteria to determine if the fault is worthy of repair or not. Their judgement is final. About LCD display pixel anomalies for Apple products released in 2010 and later - Apple Support describes what you're up against.
Sorry, but we are just fellow Apple product users here. As such posting a "complaint" is not something we can assist you with.
If you went to an Apple Approved Service Provider, and they determined that this is not a manufacturing defect, may be the reason why they will not replace it for free. You, of course, can try elevating this up the Apple management chain to see if this can be resolved. Good luck!
