If the kid knows the number and dials it the only way to prevent it is to not let him use the iPhone

I cannot imagine what “both ends are blocked” might mean.
Incoming calls may be blocked. Outgoing calls can never be blocked.
If you mean your son is dialing your number using *67 to hide his caller ID and you wish to not accept his calls, you may avoid this by Settings > Phone > Silence Unknown Callers.
Other than perhaps turning on restrictions under screen settings and making it where only phone numbers in contacts can be utilized (which would be problematic for anyone attempting to call you that isn’t in your contacts but you didn’t want them to be blocked from getting through to you) there really isn’t a way. If the other person has your number blocked also the calls shouldn’t be getting through…well….they wouldn’t cause the other phone to ring but would send the call directly to voicemail. Not sure if the issue is that you have expressed to your son that he is not to call the number in question but he’s still doing it. If that is the case….you're going to have to choose the best way to address that (could be enforcing a consequence for not following directions. That’s a parental call though so no one can really advise you on what’s best for your parenting choice).
No it’s a bit personal, but trying to avoid a certain number to be dialed out on my cell phone permanently I don’t think there’s a way. Is there? My son knows the number by heart and the number is blocked on both mine and the other person cell phone.. I called my phone carrier they offer nothing .. I’m strictly trying to avoid all contact. He knows the number by heart and he still will get through… if that makes any sense
I have a certain number that I frequently dial inadvertently and it’s someone I don’t really want to speak with intentionally or unintentionally. But I still want the number in contacts. There should be a way to setup an alert that says press here if you want to call. Seems simple enough to do. My guess is it would be used millions of times.

It's funny, so many people complain about Apple trying to protect them from themselves (e.g. the do you really want to delete this prompt when deleting messages). They go on about how horrible it is. But you want Apple to take over responsibility for who you call and who you don't. Fascinating.
How are you frequently dialing this number inadvertently? If it's in Contacts and you tap it accidentally rather than a name near it, edit the contact and put a number in at the beginning of of the last name. That will move the contact to the very end of your list.
I now understand. There is no way to accomplish this. You may, however, block all his access to the iPhone.
