Photos have been permanently deleted on my iPhone 13, and I need help to restore them all. It was about 3,000 photos gone, and I don't know how to restore them. Can anyone help out Please?

If they really are permanently deleted, then, as KiltedTim says, they're gone. So I'm going to mention a couple of long shot scenarios in which you're mistaken about them being permanently deleted everywhere. (You probably won't get lucky, but checking if you are won't take much time.)
Long shot #1:
If you deleted them less than 30 days ago, and you don't remember going into the Recently Deleted album and deleting stuff there, check to see if you have that album and if the photos are in it. If you're wrong about having permanently deleted the photos, they may be there and available for recovery (see Related Article).
Long shot #2:
If you were using iCloud Photos, and you shut iCloud Photos off just on your phone, not everywhere, then maybe there's a scenario where you deleted the photos on your phone, without deleting the copies in iCloud. If you think this might be a possibility, you could if there are photos in iCloud Photos by logging into the iCloud Web interface, using your Apple ID and Apple ID password.
If it turned out that your phone was disconnected from iCloud Photos, and that your photos were still in iCloud, you could reconnect your phone, and give it a while to re-sync with iCloud.
Long shot #3:
If you were using iCloud Photos on both your iPhone and your Mac, and you were making regular backups of your Mac, you may have old backups that include whatever local copies of photos (full-size or thumbnail) were in your Mac's system Photos library at the time(s) of those backups. Deleting photos from the system libraries on either your iPhone or Mac would have wiped out the iCloud Photos copies everywhere, but with the Mac backups being outside of the current iCloud Photo libraries proper, there might still be something there.
Restoring those backups in a way that doesn't cause problems for the current Photos Library could be a bit tricky.
Note that if you were using iCloud Photos, your iPhone's backups in iCloud would not have included your photos. The master iCloud Photos library in iCloud would have been the "backup."

If you deleted them and then removed them from the recently deleted folder, or they aged out of that folder, and you did not have them backed up or stored somewhere else, they are gone. You can't restore them if there was no backup.
