Safari Just Not Working Right

First off, upon opening, every front tab of the ten or so windows previously open, were a total blank. Then, even some of the one or two other tabs wouldn't open upon refreshing. And any link I click has a 50+% chance of doing nothing, the site doesn't open, just a blank page! What is going on? I'm on 13.1.2, on an older Macbook Pro with High Sierra on it. Other browsers, Firefox, Opera, & Brave, work as browsers normally do, like open websites when the url is put in the address window, but not Safari, the one supposedly most in sync with a Mac OS. And on Facebook, it's s total mess, threads and comments blink on and off, like a **** strobe light, what's up with that?

Why with all its billions, can't Apple's products work as they should? My top-of-the-line iPad Pro 13 Music's app has yet to have the Music Control feature work as it should. Yet on my two 20+ years old iPods, the normalization feature works, just not on my thousand-dollar iPad paperweight. As a pro musician, I specifically bought it to use on gigs, but am not able to, due to not knowing what track will suddenly come blasting through the pa speakers, perhaps blowing them, or people's eardrums.... And no one at the Apple Store, nor online, had a clue as to how to fix this, great...
