I got a new Apple Pencil today. I magnetically attached it on the same side as the volume buttons but it doesn’t show up on the iPad. I’ve turned Bluetooth off and on to see if it would help, but nothing. I let it sit to charge and still nothing. It’s getting really frustrating since all of the stuff I find online seems out of date and for people who actually did have the pencil show up as an option under Bluetooth.

The iPad 10th Gen doesn't work with Apple Pencil 2nd generation. It only works with Apple Pencil 1st Gen and Apple Pencil USB-C. See Apple Pencil compatibility - Apple Support. Sorry about that!

What iPad and what Pencil are you using? If it's the Apple Pencil (USB-C), it pairs and charges via a USB-C Charge Cable.
