All my apps work my phone is not locked. It’s nothing like that. Every time I try to dial a number for get a Texter. Someone tried to call me it’s lock it won’t happen and same Peter needs a PUK code.

Unfortunately, only the carrier can unlock the phone. Apple is not involved with this and they cannot unlock the phone.
Ask to speak to a senior technician at the carrier.

You will want to acquire an eSIM from your carrier.
Your carrier handles SIM PUK or SIM PIN issues, and handles issues involving your cellular plan.
If the iPhone is carrier-locked, then the eSIM or SIM used will have to be from the carrier holding the lock, or you will have to convince the carrier holding the carrier lock to release it.

Contact your carrier and ask them for the PUK code.
So I had my number ported to an extra phone I had on hand (by a Verizon tech). Went back to the phone with the PUK lock. Deleted the eSim in settings under cellular and did a complete reset on the phone. Once that was done I setup the "problem" phone as new and ported my number back to it. Seems to now be working fine. I don't understand why a tech couldn't have done that in the first place. Its sad when a consumer can do more than the tech.
It might help if we knew more about how this problem came about. Did you buy a used phone? Are you trying to change carriers?
I don't know what your carrier's policies might be, but you would obtain a new SIM or eSIM from your carrier.
Yeah after 3+ hours on the phone and speaking to a senior tech I was told to go to Apple store. I don't have much confidence in either. Passing the buck
The senior tech knows that Apple has nothing to do with issuing a PUK code or unlocking a carrier locked phone.
Called Carrier and they cant get it to unlock either? So then what?
