Can airpods be connected to an apple watch without an iphone

My son does not have an iphone but he does have an Apple Watch SE 2nd Generation (GPS). We would like to get him airpods so that he can talk with his friends on his watch and not have it on speaker phone all the time. My question is can airpods be connected to an apple watch without an iphone?

Why can't we connect airpods to our apple watches? This is really unexpected. Why, if the apple watch has GPS and phone-less running capabilities, are we not allowed to connect our airpods to our apple watch and run with music without our phone? Why is the default, absurdly aggressive and stubborn default, to look for our iphone and try to airplay it and if it is not available just freeze the music app? How can I prevent my AirPods from switching to my Apple Watch? While listening to stuff on my phone, my air pods decide to switch to my watch. If I forget device on my watch it forgets the pods on ALL devices. Turning off blue tooth on the watch doesn’t allow my watch and my phone to do what I want. Ugh! How can we all work together? I just want pods for my phone. TIA! [Re-Titled by Moderator]

Yes, you can pair AirPods to an Apple Watch, without pairing the AirPods to an iPhone.
