Voice Over 5G is a service provided by your Carrier. Your iPhone needs to be an iPhone 12 or later with 5G, in order to see it.
E, 2G, 3G, 4G, LTE, VoLTE, 5G all are Carrier Specific features. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.

Yes, in iPhone 13 India Voice Over 5G Standalone option is not visible.
