Apple Mail Rule does not Forward or Redirect

With Apple Mail open, I want to Forward or Redirect incoming iCloud email that has a specific Subject content to a Target email address automatically with a Rule, but its not happening. I can manually Forward or Redirect a selected email to the Target email address; but not with the Rule. To see if the Rule was running, I added steps to color the email background and move the email to a folder. The Rule executed those two steps but would not Forward or Redirect to the Target email address.
