Apple VAT policies
I did a battery replacement at Apple Store and they say that since it was a service they do not provide VAT Refund for it?

The US does not have a VAT. Sales and service taxes in the US are set by states and different states have different laws. There are no refunds in the US for state taxes like there are in countries with national sale taxes.
