No. Just your iPhone, or a dedicated carrier provided MiFi device, or Home Internet server over Cellular you can get from a carrier such as T-Mobile.
NOTE: Your Apple Watch does not have sufficient battery capacity to act as a hotspot. If was possible, the battery would be drained in an hour, if it lasted that long.
