What does a gray star next to a mobile number in my contacts mean?

Why is Lockdown Mode blocking contacts from my iPhone? I'm receiving the following notification, and I don't know why? It states "Lockdown Mode blocked "Name" from contacting you." Yellow star next to all sent messages on iOS Mail. On both my iPhone and iPad there are yellow stars next to ALL my sent messages. When I look at the same sent messages in Mail on my Mac only those sent to VIP contacts have the yellow star. The software on all my devices are up to date. iPhone is running iOS 16.5.1
