After updating my watch it isn’t working properly
I updated my watch and lost the screen when you swiped up- this screen allowed me to ping my phone, turn on water use, mute my watch during meetings- now when I swipe up I only get widgets

I finally figured it out. The control center will appear if you press the side button below your scroll button. That brings up the old normal screen for basic functions.
