iPhotos 17.1.1 doesn’t allow adding a transparent shape to a photo

I like to use markup/add shapes in my photos to highlight different things but now when I use my phone and select markup/add shapes it only gives me opaque shape options. What happened with the latest update?

Using Shapes in Markup on Photos I'd like to draw a circle around a section of my photo, and have what's inside the circle be as exactly as the photo is. In other words, a transparent fill color, or rather NO fill. I go into Markup, click the Shapes icon, and choose the circle. But it always fills in the color set by the separate Fill Color icon. It creates an opaque, filled-in circle whereas I just want to draw the edges of a circle, a transparent circle. Thanks for any help.
