Are you asking about Photos on an iPhone or on a Mac?

In Photos on a Mac or iPhone you could use the Markup extension to draw a wide white line around the photo, but this will cover a part of the photo. To frame the photo without covering the oute part of it you will need an external editor. On a Mac you can use the Preview.app as an external editor.

  • Open Preview, then create a large image with an empt white rectangle.
  • Open the photo you want to frame and copy it to the clipboard, then paste it into the other image with the empty white rectangle and center it.
  • Save the image with the framed image. Import into Photos.
