The library couldn't be opened

I can't open the 'Foto' app on my macbook. A message is shown (in Dutch)

"The library could not be opened. Foto's library.photoslibrary is in iCloud Drive en should be replaced to a map on your mac in order to be able to open it"

When I go to iCloud I do find library.photoslibrary, but it can't be replaced. What to do?

MacBook Air, macOS 14.1

The iCloud Drive is not a supported location for a Photos library. A Photos library MUST be located locally on a APFS or Mac OS Extended (journaled) formatted volume. iCloud Drive does not qualify.

Copy it from the iCloud Drive to your Pictures folder and try opening from there.
