My new phone will not make outgoing calls

Transferred to new phone and stated complete but can’t make calls or send messages

How to get calls/text working?? Hi! So I need help to get my calls and messages to work, my sister gave me her iPhone 11 pro Max, since she bought a new phone, I transferred my SIM card and everything but I still can connect calls, (btw I had an android and transferred my SIM card to my iPhone) idk what else to do, I updated the Carrier thing and software, but I still can't make calls/texts or receive calls/texts

Contact your carrier, since they handle the phone and messaging functions on the phone. Apple cannot help with this.
