I am planning to purchase a Macbook Pro 14" M3 and want to know if I can upgrade its Memory after purchasing it

Since 2012 retina models, RAM has been soldered to the mainboard for maximum reliability in portable Macs. Buy what you think you will EVER need, because what BobTheFisherman says is true. No upgrades.

Pay extra for all the memory.
Don't skimp on the SSD either.
This will make your macbook easier to sell used in the future when you are ready to upgrade.
Before you purchase the Mac, be sure to go to an Apple store and compare it with the Macbook Air 15.
I found the Macbook Air was lighter and better than the Macbook Pro 14 for traveling.
I maxed out the memory and the SSD. But you may have a different purpose in mind.
Memory is not "just" soldered into Mac laptops any more.
With the Apple Silicon Macs, it is soldered in on all of the machines, whether laptops or desktops.

You are quite right for currently-for-sale models.
The reason I stated it the way I did was to present the smallest target in case of pushback, if the information is badly received.
In this rare case, I chose NOT to provide a broad, divergent answer.

No. Memory can not be changed after the computer is manufactured.
