"Can't unlock new iPhone: Put in Apple ID email. and password. then verification code. then it asked for credit card # synced with the OLD iPhone account. I DONT have that credit card number anymore. The system won't let me proceed.[...]"

Getting the Card Changed:
Q1. "Any solutions other than going to the Verizon store who provides the cell service?????"
A1. New Login Session: To get the credit card configured to how it should be, you'd have to log out of iCloud on it, and then log back in. If that is of no success, then contact Apple Support.
Apple Contact Info:
- Contact Us - Choose Locations
- Proceed from there, as necessary
- Why the Wait: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
Changing the Pertaining Credit Card:
Q2. "ALSO, the broken iPhone I was smashed beyond use so I can't access ANYTHING ON IT."
A2. Get the Serviced: Having been smashed it all come how to data recovery. It would need to be sent out to a lap to get that data together, so that data recovery can be performed. That would likely be thousands of USDs. So, take it to you local retailers, asking what they offer for services on this.
