After the ios 17.1.1 update, my phone is completely frozen. Neither the touchscreen nor the power button is working. When I try to turn it off, it prompts me to make an emergency SOS call'

Try and force restart it first to fix the non responding:

Press and quickly release the volume up button.
Press and quickly release the volume down button.
Press and hold the side button.
When the Apple logo appears, release the side button.

After this try and install a carrier settings update:

Make sure that your device is connected to Wi-Fi or a cellular network.
Tap Settings > General > About.
Follow the onscreen instructions to install your carrier update.
