when trying to delete apps my phone is only giving me the option to remove the app from my Home Screen and isn’t allowing me to delete them from my both the Home Screen and the App Library

Note that some built-in Apple apps cannot be deleted.
If the delete option is never available, there may be a restriction set on deleting apps. On an iPhone or iPad, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps.
