When I try to press and hold to delete an app, it just asks to edit my home screen or take it away from the home screen and put it in my app library and that doesn’t actually delete the app. It just puts it in your app library.

Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases and make sure deleting apps is marked Allow
