My Iphone 11 was activated by an old owner

Hi, my name is Ly. 3 months ago, I've bought an old Iphone 11 from a website in Canada. Everything actives normal until now, my phone has automatically set up unlock password that I don't know. Then I had tried to access but it is not successful, so that I had restored this via Itunes but after that it still appears "This phone is activated by an owner", hence I cannot access to my phone anymore. Please let's help me to solve this. I'm Vietnamese, may what I explain is difficult to understand, so please forgive me.

Getting Into a Former User's iPhone:

Seems you've been scammed, though a full-assumption on my part. The seller should have performed as instructed here prior to selling it to you (including the iCloud logout): What to do Before you Sell, Give Away, or Trade in your iPhone or iPad - Apple Support. So, contact the site, seeing if the seller can be held accountable, and if you can get your money back.
