Want to transfer App Store account purchases made using a old Apple ID to a new Apple ID
we have 2 Apple ids and want to get rid of old email address but move purchases etc to another
existing Apple ID

Apple IDs cannot be merged. You can create a family share between the IDs which will allow both to access shared purchases.
