Photos app on M1 MBA Running Sonoma Will Not Sync With iCloud

My M1 MBA running Sonoma stopped syncing Photos with iCloud on November 22nd. I have read the suggestions in this Apple document:

If Your iCloud Photos are not Syncing....

I tried everything suggested, but nothing works.

The status bar at the bottom of Photos says:

Syncing with iCloud…

But it never does and never displays a reason as to why not.. The numbers of photos shown never changes and photos taken since November 22nd never appear. I have connected the MBA to power and just left it for many hours; still no syncing. I have tried quitting the Photos app and have rebooted the MBA several times.

Syncing is working fine on my iPad, iPhone and Intel iMac.

Any ideas?

Well, after many hours of doing nothing, it has suddenly started syncing again.

I wonder what got unclogged?
