When you give or sell an iPad to another person you should wipe it and set it up as new, so the new owner can use their own AppleID, data and apps.

Data and app ownership is tied to the original AppleID that setup that iPad and purchased/downloaded the apps. In most cases, data and apps cannot be transferred to another AppleID. You may be able to export/backup some data and re-import to the new iPad owners account, and some apps may be able to be shared if the new owner is part of your Family Sharing group, but it depends on the specific data and the apps.
