Can I reset my deceased mom’s Apple ID?

I would like to factory reset my mom’s phone. I need to reset the password. Can I do this easily?

Locked Out of My iPad My grandma passed away not to long ago and I was at her house with my family cleaning it out when I found an iPad mini. I took it home and that’s when I realized it was locked out. So I plugged it into a Mac and connected it to ITunes like it said and recovered it. Now it’s asked me to log into my Apple ID the issue is it’s my grandmas who reminder is dead. Nobody knows what her Apple ID is or its password and nobody had access to it or any of her emails so I labs no way of changing the password or anything like that. Is there anyway I can like completely reset it so I can make a new Apple ID or add mine?
