Unselected “Documents & Folders” box in iCloud, now all of my files are in permanent limbo

Not quite. Your folders (Desktop and Documents) were moved to iCloud only when you deselected sync.

I don’t have enough storage space to load these folders back into iCloud so they can show up, and I can’t move these folders to my external drive because they’re still technically located in icloud, hence the use of the term “limbo”

Not really sure what you mean. The files are in iCloud. In fact, you'll find them in Finder under iCloud Drive (desktop and documents). Drag them wherever you would like.
