I can’t connect my Apple Watch I bought and I’m here with the owner but we can’t sign it without the Apple ID password and they don’t know it

That watch is no good to you if the original owner can't remember the Apple ID that was used to set up the watch. It is under Activation Lock to their Apple ID. Lock keeps lost and stolen watches from being used by others.
If the owner still has the original sales receipt that shows the watch's serial number, Apple can help remove the Activation Lock. They would need to take the watch, the receipt and photo ID to an Apple genius Bar.
