"Switch to Desktop One" keyboard shortcut not working

I have had this problem for some time (approx 2-3 years). I use about 8 different desktop spaces. I've assigned keyboard shortcuts to all of them (F13, F14, etc). Used to work perfectly. As of a couple of years ago (not sure which update), my keyboard shortcut to get back to Desktop One simply will not work. I get an error beep when I press it and my screen stays on whatever desktop is active. All the other shortcuts still work. No matter which keyboard shortcut I try, it simply will not take me back to Desktop One. I have to use control+left arrow.

I realize that does work, but it's a minor annoyance and I wonder if there is a way to fix it.

I'm currently running Sonoma 14.1.1, but this has been consistent through the last two operating system updates (I've got a 5K 27-inch 2020 Imac).
