Unable to my Desktop icon on my iMac

I II select any desktop icon and try to move it elsewhere on the screenby clicking and moving the mouse, it returns to the original position when the mouse button is released.

Click on the desktop, use CMD+a to select all, then use CMD+j to see view options, select Sort by>None.
