How can add a new payment card on a family account when you are not the primary?

I am trying to add a new payment card to a family account which I am not the primary and system does not allow it. What am I missing?

This is the way Payment Sharing works within a Family Sharing group. Organisers for Family Sharing groups have a choice: either the payment method is set to their Apple iD account - typically a credit card - or the payment method is set so that individual members pay for their own purchases. This is called Purchase Sharing and is described in Apple's support document How to share purchases with your family. I've underlined the import part of the note.

When Purchase Sharing is turned on, everyone's purchases bill to the family organizer's payment method...

If you're the family organizer and you don't want to share a payment method with your family, turn off purchase sharing. When purchase sharing is turned off, you can continue to share subscriptions like Apple TV+ and Apple Arcade. When Purchase Sharing is turned off, everyone must use their own payment method.
