Apple Cash does not use credit cards. Apple Cash is a digital debit card. It uses a bank account or a debit card to transfer funds to and from.

Are you referring to payment methods for purchases in the iTunes and App Stores? If so, while Apple Cash can be used for that, credit cards would be added separately and have to relation to Apple Cash.
However, in Family Sharing, only the payment methods from the Family Organizer are used for purhcases in the iTunes and App Stores if Purchase Sharing is turned on.
You can turn off purchase sharing from your Family Sharing settings to allow others to use their own payment methods. However, this is a global setting for all family members. Its on or off for everyone, and it also stops sharing of previous purchases.
If you want to retain Purchase sharing, and maintain the family member in Family Sharing, they can redeem gift cards to their Apple account, and it will use that balance (also different to Apple Cash), to pay for purchases in the iTunes and App Stores before charging the family organizer's payment methods.
