Safari is opening Kiosk Windows Instead of Tabs (Okta SSO)

Hello! When I use Safari with the Okta SSO Tool, I am not getting Kiosk windows every time I click an app to open. This is highly irritating. I know other people are having this issue and Okta has said that it's a Safari problem and not an Okta problem. Regardless as a consumer, I feel I shouldn't have to be raising this up. Is anyone else having this issue?


  • I have the "Open in New Tabs" setting turned on
  • This does not happen in any other web browser
  • I have tried to see if this is prevented on completely different devices and it is not

MacBook Pro 16″, macOS 14.1

Same issue for all of our fleet that has upgrade to 14.1.1 (or more specifically Safari 17.1)

Issue is across the board for Intel and Apple Silicon machines.


Suggestions so far:

  1. right-click for the open in new tab option.
  2. Create a bookmark in Safari using the link from the chiclet ( this is unreasonable with the volume of apps we have behind okta)

I am also experiencing this as well, but it only seems to be one website that I have noticed it happening on, okta.com whenever I open any of the application chiclets it started opening them up as a popup instead of as a tab, this began happening about two weeks ago, and I have checked settings and I previously had "Open pages in tabs instead of windows" as automatically, but changed that recently to always and it is still opening up popups as a new window, even after closing the application it continues.
