Your request could not be completed at this time

For the past 3 days I cannot create an Apple ID. I keep getting this generic error:

Your request could not be completed at this time. Your account cannot be created at this time.

Notice, it says "Your request could not be completed at this time", not "Your Apple ID could not be completed at this time" nor "Cannot create Apple ID at this time". So I do not believe it relates to the suggestions for the two latter messages. Also, I am attempting to create the IDs from the appleid.apple.com website, so the ID wouldn't be linked to any specific device as of yet.

I've also tried from my phone, using my data from my service provider rather than WIFI, and using the same appleid.apple.com website, and it still gives me this same error.

Things I've tried while creating the Apple ID:

I've tried with different names

I've entered a different date of birth

I've tried different phone numbers that I know have not been used before to create an ID.

The only thing I've not changed is the email, but this is a completely new email that I just created 3 days ago and has never been used to create an Apple ID.

I'm at a loss as to what else to try. Any suggestions?

Just as a side note

I tried the usual thing ask the browser to find apple new account and for about 1 week I tried all.... All you can imagine - unsuccessful.

Asked for help with the error and clicked on login - top of the page, new account....It went to apple USA, but finished the process in less than 2 MINUTES! Go figure...

p.s.

the answer was meant to be attached to Limnos's last reply!

Check if Apple's servers are working: Apple - Support - System Status

Check what you are doing is valid and has all the information required. Sometimes an "at this time" message doesn't really mean something isn't working now but might be later; it instead can mean there is some other issue with the validity of the action (e.g., missing information) you are trying to perform and once you take care of that issue then it can do it. Check Apple's documentation about the action you are trying to do and if you still have problems contact official Apple Support:

Click here --> Choose your country or region - Official Apple Support Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

or:

Contact Apple for support and service --> "See a list of Apple phone numbers around the world."

Already checked the Apple servers, and they have been all active and green for the past 3 days, so no issue there.

I have now even tried a different email along with the changes I stated in my original post.

I started originally with chat, but that was about useless. The rep seem to have no clue, and kept suggesting that maybe I had created too many accounts on the device. Which I kept reminding her that I'm using the appleid.apple.com website, so it's not associated with a device, plus I tried the same thing from my Android phone going to the same website to create the ID, yet the same error, even while disconnected from my WIFI, so just using my cell data.

She also kept referring to the error as "Cannot create an Apple ID at this time", which I kept reminding her, the message did not say or mention anything about an Apple ID, and I even sent her a screen shot of the error message. I finally just had to give up as she was taking forever between replies, and never really had any real suggestions.

Just curious, is Apple's chat using AI bots for support now? That would explain the lack of help I felt I was receiving.

I have never used chat support so I don't know that they use them. I very much doubt it. That's a newer error message from Apple and it is also pretty vague at to its exact meaning. I suspect support also has no idea what is wrong but has to start with the basics. Sometimes a problem can be something that is pretty obscure.
