Activation Lock, iPhone locked to owner?

Hi.

I forgot my apple Id password. Try to contact so many times. Finally I got to reset my apple id password.

Then finally I start using my phone to log in. It says activation lock prevents anyone who is not the owner from using this iphone.

Then to unlock this iphone, enter the apple ID and password that were used during setup. .........@icloud.com

Next screen the apple id........com cannot be used to unlock this phone

I reset my apple I'd password is successful. But can't unlock my phone

Please need help in this matter

If it's locked to a different Apple ID, log in with that one, or contact the person who can, or if you're the unit's original owner, click here and submit an unlock request.

If it's become unbound from the original account but is still locked, submit an unlock request.
