When I try to add an account in mail, it opens an internal internet window which freezes up. I've tried restarting mail as well as rebooting my macbook. Unfortunately, I am still having the issue.

Which Scenario is the Case: Is the App not responding? Are you unable to proceed with adding the account from one point forward? Or is is something else?
Boot into Safe Mode:
When you boot into Safe Mode, items load by default, with certain settings and caches set aside. So, boot into Safe Mode, and then see if you can successfully add the account: Start Up your Mac in Safe Mode - Apple Support

One of my four accounts connected. I was going to try to re-add the three that aren't connecting, but when I try to add an account, click google, then a window comes up, I click go to browser, and another window pops up with a spinning status bar and dark gray background, the only option is to click cancel
