How to fix greyed out New to Clipboard on Preview on MacOS Monterey Version 12.71.

I'm trying to change the folder color and I normally take the steps by selecting New to Clipboard in Preview. It is not enabled on my new computer. Can you teach me how to enable it? My colorful folders keep my desktop organized. Thank you.

Just to be clear, right click on a folder and chose "Get Info". Then click on the folder icon in the Get Info window. Press Command+C. Open Preview and "New from Clipboard" should be enabled.

I followed my usual steps to change a folder’s color. I hovered over the default blue folder. Then clicked the Info button. Then clicked the Copy button. Next, I was going to Preview to click New to Clipboard and proceed from there. I’ve done these steps dozens of times, but the button was greyed out. As I said, this is a new computer. Do I need to enable something? Thanks.
