You don’t. Apple won’t identify and won’t notify the person holding the Apple ID.

(Too much risk to the owner by doing that.)

The person holding the id has the ability to show contact info on a lost device, if they choose.

Turn it into the lost and found area or front desk where you found it, or to local police.

Unless the owner left contact information on the lock screen, you don't.

Turn it in to the local police, or to the business nearest to where you found it.
