Apps jumping to 'Front' when opening

Is there a way to stop an app switching to active when opening or during opening.

Some complex apps take a while to open so it's always a good time to read an email etc but can't due to the constant interruption. I would like a way for them to stay in the background until selected again... Thanks

The normal process to close apps is not working I am able to swipe to see a preview of all my apps open, but cannot swipe up to close them. This issue started yesterday.
