Singling-Out your Device:
If this is paired with another device, and that device is powered on, then it will stay connected to that device. So, disable Bluetooth in all by this device, and, if already trusted, it would connect. Note that you need to have power to both AirPods and that they must be of the same Serial Number.
That is the way the Bluetooth protocol is designed: One Bluetooth audio device paired at a time. If you use items that can be configured with an IP address (ie Roku Speakers), then they are not Bluetooth, but rather a network device of its own, and are used for streaming.
