Apple ID not active
if I try to sign in to my other iCloud it keep telling me Apple ID not active

If your Apple ID is locked or disabled - Apple Support
Are you using two different Apple IDs on your device?
You should only use the one Apple ID that has been used to set up the iPhone and is currently in use.
