How do I know if I have Apple Pay

No such thing as an Apple Pay account.

Apple Pay is a payment conduit. You can use Apple Pay with any credit or debit card added to your Wallet App.You can't actually delete it.

If you have any card in the Wallet app, you can use Apple Pay in any store or website that supports it

Do you perhaps mean you turned off Apple Cash?

Or did you close your Apple Card account?

What exactly is the issue?

Sort of yes. You can add a card to the Wallet App and then use it with Apple Pay.

If you don't add a card there then there's nothing to use Apple Pay with.
