Apple Pay Recipient isn't seeing the funds or a place to accept.

Trying to pay rent and used Apple Pay. It is the LL first time using and she can see the bubble where we sent the money but when she clicks on it the balance is not showing in her wallet or prompting her to accept it. It is still showing as pending on my side. We have checked all of her settings and restarted the phone and apps. Along with logging in and out of iCloud.
