So can I use my Apple Watch and toggle the cellular services off and still use it ? And also does the service of having cellular make you pay more for your phone bill? ( I’m aware that there’s a monthly payment on the watch etc but does the cellular aspect of it fluctuate my phone bill via services ?

A cellular model Apple Watch, is NOT required to sign up for cellular service.
It can be used as if it was a GPS only model, and there are no extra fees, as long as you do not have a cellular contract.
In GPS only mode, the Apple Watch can do everything an activated cellular model can do as long as the iPhone is nearby. The Apple Watch will just use the iPhone’s radios.
If you wish to activate the Apple Watch cellular radio, the fee is typically about $10 U.S. per month added to your iPhone cellular bill.

You don’t have to toggle the cellular services off. If you do not have cellular service for your Apple Watch, then it will automatically use Bluetooth and Wi-Fi to make the necessary connections with your iPhone and Apple ID.
If you get a cellular plan for your Apple Watch, then there is a monthly payment for that service. This will not fluctuate or change your phone bill. You can confirm all this by calling your Cellular Service provider.
